Job Description
CornerStone Staffing has partnered with the City of Dallas. We are seeking an experienced and dynamic Special Projects Manager to lead complex initiatives and drive process improvements across our department.
Job Title: Special Projects Manager
Location: Dallas, TX
Pay: $60/hr
Hours: Monday-Friday 8am - 5pm
Scope of Services:

Lead and manage special projects aimed at modernizing departmental operations.

Collaborate with executive staff to track, monitor, and coordinate performance measures aligned with departmental objectives.

Meet regularly with the Director and executive management to address issues and define program responsibilities.

Identify and implement opportunities for process improvement to enhance operations, project management, and quality performance.

Plan, coordinate, and evaluate departmental policies and procedures alongside Architects and Engineers (A&Es).

Oversee policy implementation for all project phases, including procurement, design, construction, and closeout.

Establish and maintain a document control structure and record retention system.

Ensure contract compliance and develop policies in collaboration with A&Es.

Develop and implement short-, mid-, and long-term goals; establish schedules, priorities, and performance standards.

Supervise the preparation of management reports and participate in special investigations and audits.

Analyze project performance, schedules, quality, and safety standards.

Present project updates to boards, committees, and City Officials as needed.

Manage budget-related expenditures and oversee assigned special projects.

Perform additional duties as assigned.
Minimum Qualifications:

Bachelor s degree in Public Administration, Engineering, Construction Management, Business Administration, or a related field.

Minimum of 7 years of project management experience.

Strong knowledge of project management principles, budgeting, and performance management techniques.

In-depth understanding of local, state, and federal regulations pertaining to infrastructure projects.

Excellent communication skills, with the ability to speak effectively in public settings.

Proven track record of managing projects and personnel effectively.

Strong advocacy skills for representing the department at meetings, hearings, and conferences.

Ability to testify at hearings, trials, and legislative meetings, if required.

Experience in establishing and achieving long-range operational goals.

Proven problem-solving skills and the ability to delegate responsibilities effectively.

Experience in developing and evaluating administrative policies and procedures.

Strong analytical and financial skills, including budget development and expense tracking.

Excellent written and verbal communication skills.

Ability to build and maintain relationships with internal and external stakeholders.
